Two numbers matter more than the rest. The sea climbs from 24°C to 26°C across the month, which is the difference between "refreshing" and "bath", and it never drops back. And rain is effectively zero, July is the driest stretch of the Albanian year, so unlike September, you are not gambling a single day on weather.
The heat is the real variable. Late-July afternoons at 33-34°C with no shade on the sand are genuinely punishing between 13:00 and 16:00, and Ksamil's beaches are low, white and reflective, which adds a few degrees of felt temperature that no forecast shows you.
The 9 AM rule, and what happens if you break it
The single most useful thing to know about July in Ksamil: the good beach positions are gone by 09:00, and by 10:00 the buses arriving from Saranda are already standing-room.
This is not a queue you can beat by arriving at 11:00 and being patient. Sunbed operators sell the front two rows first and hold nothing back; when a beach is full it is full, and the overflow walks the strip looking for a cove with space. What actually works:
- Arrive before 09:00. Front-row sets are available, the water is glassy, and you have three hours before the heat turns unpleasant.
- Or arrive at 16:00. The afternoon exodus starts around then, prices soften on what is left, and you get the best light of the day plus a swim in water at its warmest.
- Do not arrive at noon in late July. That is the one combination that reliably produces the bad day.
The Saranda bus runs every 20-30 minutes from around 08:00 in peak season and costs 100 lek for the 14 km. In July, board before 10:00 or expect to let a full bus pass.
Which beaches still have room in July
Ksamil is not one beach, and the difference between them in July is enormous. The central bays absorb the bus traffic; the further you walk, the more the month becomes tolerable.

The islets: swim early or pay later
The small islands offshore are the reason Ksamil is famous, and July is when they are both at their best and at their worst. The water is 26°C and clear to the bottom. There are also, on a late-July afternoon, a great many pedalos.
The nearest islet sits roughly 100 metres off the main beach. A genuinely short swim for a confident swimmer, and the cheapest way across by a distance. The further islets are 200-400 m out depending which beach you leave from. Water taxis run from about 09:00 in peak season for roughly €5-7 return per person, which is the right call with kids, non-swimmers, or anything you do not want wet.
The timing rule is the same as everywhere else here: on the islets before 10:00, or after 16:30. In between, the small beaches on them fill exactly like the mainland ones, and the shade is minimal.

What July costs
July is not the single most expensive week of the year. That honour belongs to the middle of August, but it is close, and the gap narrows as the month goes on.
- Sunbed set (two loungers + umbrella): 1,500-2,500 ALL early July, 2,000-3,000 ALL by late month. Front rows cost more than back rows everywhere. There is no haggling power in July; that returns in September.
- Accommodation: roughly €100-150/night for a decent double near the centre, more with a sea view. Prices climb through the month toward the August peak.
- Pedalo / SUP rental: around 500-700 ALL per hour, with waits at midday.
- Water taxi to the islets: about €5-7 return.
- A full day, sunbeds, lunch, a boat seat, dinner with wine, lands comfortably under €70 per person, which is still the reason people keep coming.
Booking a July room, and why "we'll sort it there" fails
This is the one part of July that punishes improvisation. Ksamil's accommodation stock is small relative to its July demand, and the better-value places are booked out months ahead, in peak weeks, most of the town runs at or near capacity.

Escaping the afternoon
The smartest July days here are not spent entirely on the sand. Between roughly 13:00 and 16:00 the beach is at its least pleasant, and three things nearby are at their best:
- Butrint, ten minutes south, is shaded by forest for much of the site and is the rare Albanian attraction that is more comfortable in the afternoon than at midday on a beach. Go late in the day and the cruise groups have gone.
- The Blue Eye, inland, where the water sits at 10°C year-round. A genuine shock in July, and the point. Entry is 50 ALL.
- A long seafood lunch at the mussel tavernas toward Butrint, which is the local answer to the same problem and has been for generations.

Come to Ksamil in July if: you want guaranteed weather with essentially no rain risk; you can be on a beach before 09:00 or after 16:00; you have booked accommodation well ahead; you want the warmest water of the year without August's Ferragosto peak.
Choose another month if: crowds are the thing you most want to avoid, September gives you 25°C water at half the density and two-thirds the price; you are travelling with anyone who struggles in 33°C heat; or you want to negotiate on anything, which is not a July activity.
